Notes: As of early 2009, only 10% of Hindawi journals have an impact factor.
Some conferences publish in Lecture Notes in Computer Science (LNCS), which was once indexed in the ISI (Thompson Reuters), who are responsible for Impact Factor rankings, was taken out of the index as of 2006. Therefore, what was once an automatic free "journal" just by being accepted to a conference is now gone (ISI indexing is required for official recognition as a journal for the purposes of academic promotion, U.S. Green Card applications, etc.). A maximum of five stars (*) are given based on the following criterions (one star for meeting each criterion):

Less than 40% acceptance rate for papers.
Number of submissions is greater than 500.
Number of attendees is greater than 500.
The ratio of "number of attendees" over "number of accepted papers" is greater than three.
Has a reputation for good industry participation and/or a regular international attendance.

The reasoning behind this ranking system is as follows. Unlike journals, whose rankings are mainly assessed through citations, conferences should be ranked based not only on the value of their paper content, but on the overall value of attending said conference. Suffice it to say, one can always read a conference proceeding whether one attends the conference or not. Just as the eigenfactor is to journal ranking, the C-Rank tries to assign a value to the benefit received from attending over the cost in time and money. Therefore a highly ranked conference should provide a venue for: the facilitation of meaningful professional networking and cross-field/discipline interactions while providing quality panels and keynotes—not just an annual reunion for the "elites" of a narrow sub-field or common geo-political/cultural affiliation.
The five star rating helps give an unbiased judgement of quality (ignores sponsorship, affiliation, conference age, and the targeted sub-field/discipline). Acceptance rate is a good indicator of quality control; submission number shows high interest in presenting and presenter's preception of the conference's ability to attract a decent audience; attendance numbers can indicate the level of "life" at the conference; the ratio of attendees over papers will show that the attendee demographic does not mainly consist of speakers, their labmates/co-authors, and their professors; finally the "reputation" for industry participation and internationalism (location that rotates around the U.S. + Europe or Asia/Pacific) can help indicate that the conference is well funded (more likely to have lower registration rates, larger discounts and travel grant opportunities for students, more interactions with potential future employers and better free food) and includes industry and international participants, which boosts the quality of meaningful networking.
